When is culture transmission?
The idea of cultural transmission has come under scrutiny recently after a report published by the International Council for Cultural Diversity found that people in the developing world are suffering a disproportionate amount of discrimination and abuse based on their race, gender, sexual orientation and religion.
The report also found that indigenous communities in Australia face higher rates of discrimination.
The UN Office on Drugs and Crime released a statement on Tuesday that said the “polarised” approach to the eradication of drugs has contributed to “an uneven and unevenly distributed reduction of the human toll from drug use”.
“It is a tragedy that drug users continue to be stigmatised and targeted by a political class that sees drug use as an economic and social imperative,” it said.
The UN statement said the situation is “more complicated” when it comes to the prevention and treatment of HIV.
It urged the world’s governments to “immediately end their collective inaction on HIV prevention and to increase their engagement and cooperation to reduce the use of drugs”.
